A planned city changes what you are allowed to design

Most theatre work in the Mumbai metropolitan region is an exercise in constraint management. Navi Mumbai is the exception, and the reason is planning rather than geography. The city was laid out as a node grid with plots allotted for defined uses, road hierarchies fixed in advance, and trunk services brought to plot boundaries. Hospital sites in Vashi, Nerul, CBD Belapur, Koparkhairane, Kharghar, Kamothe, Taloja, Panvel and the newer Ulwe and Dronagiri nodes are therefore regular in shape, known in area, and reached by roads that a trailer can actually use.

That sounds administrative. It is in fact the single biggest determinant of what a theatre suite can be. The adjacencies that matter clinically — a short sterile route from CSSD to the theatre, a separate dirty exit, a transfer bay that genuinely separates trolley traffic, a scrub bay with sightlines into the room — are geometric problems. They are solvable on a rectangular plot with defined setbacks and almost unsolvable on a residual floor plate inside an occupied tower. Navi Mumbai gives you the plot.

The demand behind it has matured too. What began as a dormitory extension of Mumbai now supports tertiary care of its own — oncology, cardiac sciences, transplant, a substantial medical education base across Nerul, Kamothe and Kharghar, and a catchment that reaches back into Raigad and Panvel taluka rather than forward into Mumbai. Airport-driven development and the Panvel-Ulwe corridor are adding population faster than existing hospital capacity absorbs it, which is why theatre projects here are more often about opening a new suite than replacing an old one.

The design freedom Mumbai cannot offer

Four things become possible on a Navi Mumbai plot that a Mumbai retrofit usually rules out.

A real plant room. Theatre AHUs, chillers, medical gas manifolds and the UPS can sit at grade or on a dedicated deck with service clearance, condenser airflow that does not recirculate its own discharge, and room to change a coil in ten years. In an island-city retrofit the AHU is frequently sized to the space that survived; here it is sized to the psychrometric calculation, which is a different machine.

Risers sized once. Medical gas, chilled water, electrical and extract risers can be dimensioned at concept stage with spare capacity for a future theatre, rather than threaded through whatever shaft the original architect left. Adding a fifth theatre to a prepared riser is weeks of work. Adding it to an undersized one is a rebuild.

Full ceiling void. Slab-to-slab of 3.9-4.5 metres on a purpose-built hospital floor accommodates a 900-1200 mm ceiling void for a full-depth pressurised laminar plenum with H14 terminal housings above a 3.0 metre finished ceiling, giving proper pendant arm travel. No reduced-depth side-entry compromise, no structural strengthening to hang a plenum from a slab that was never designed for it.

Uncut panels. Crane or hoist access means panel sections travel at full manufactured length instead of being capped near 2.4 metres to pass a passenger lift. Fewer joints is not a cosmetic point — every joint is a sealed interface that has to survive fifteen years of cleaning chemistry and a pressure differential across it.

Coastal humidity still applies

None of that changes the air. Navi Mumbai sits between Thane creek and the bay, with a summer design condition of roughly 33-34°C dry bulb at 27-28°C wet bulb. The theatre AHU is solving a latent load, and holding the 21-24°C and 50-60 percent relative humidity window that NABH and HTM 03-01 expect means low chilled water temperature, an eight to ten row cooling coil, reheat downstream so supply air returns to setpoint without picking up moisture, and outdoor air pre-treated in a dedicated dehumidification stage rather than mixed raw into the main coil. Every untreated cfm of coastal fresh air is a latent penalty paid continuously for the life of the theatre.

Salt aerosol along the Belapur, Ulwe and Nhava edge justifies epoxy or polyurethane coated coil fins, stainless or marine-grade fasteners and casing panels, and sealed weather enclosures on external plant. Monsoon in the Panvel-Khalapur belt is heavy, and the pressure cascade should be commissioned in monsoon as well as dry-season conditions rather than signed off once in February.

The engineering baseline

Twenty air changes per hour is the NABH and HTM 03-01 floor for general surgery; cardiac, neuro and arthroplasty rooms want 25-30 ACH under a wider laminar canopy. ISO 14644-1 Class 5 in the surgical zone and Class 7 at the periphery, delivered through terminal H14 HEPA filters certified to EN 1822. A positive pressure cascade of at least 2.5 Pa per step from theatre to scrub to sterile corridor to dirty exit, held by pressure relief dampers and hermetically sealed automatic sliding doors with bacterial gaskets. Fifty-millimetre PPGI or SS304 panels with PUF core, and self-levelling antibacterial epoxy flooring with coved skirting. ASHRAE 170 governs the ventilation rates and relationships; the validation dossier at handover covers air change rate, particle counts, pressure differentials, microbial sampling, illumination and gas pressure records.

Compliance and statutory notes

Building permission comes from NMMC in the developed nodes and from Panvel Municipal Corporation for Kharghar, Kamothe, Kalamboli and Panvel, while CIDCO remains relevant as planning authority and as the source of plot-level allotment conditions on land it released — permissible use and built-up area can constrain a scheme independently of the corporation’s approval. Fire NOC is issued under the Maharashtra Fire Prevention and Life Safety Measures Act, 2006, read with NBC 2016 Part 4, and for theatre work the scrutiny falls on panel core surface spread of flame, compartment penetration sealing and gas zone valve provisioning consistent with NFPA 99. Facility registration runs through the corporation’s public health department. Hybrid theatres with fixed imaging add AERB clearance, and MJPJAY and Ayushman Bharat PM-JAY empanelment requires documented theatre performance rather than an inspection walkthrough.

Delivery from our Pune base

Navi Mumbai is the closest point of the metropolitan region to us — roughly 100-120 km from Pune, with Panvel the first significant exit off the expressway, so two-and-a-half to three hours door to door. It is a same-day survey city, and post-handover work such as HEPA filter changes, AHU service and re-validation before an accreditation cycle can be scheduled as day trips. A single-theatre panel set moves as one trailer load direct from manufacture. Pune is our only office; there is no Navi Mumbai branch, and every project here is run from Pune with a site team resident for the installation period.

That means a full-depth pressurised laminar plenum rather than a reduced-depth compromise, full-length panels with fewer joints, and an AHU selected on psychrometrics rather than on the void that happened to survive. The same theatre specification is simply cheaper and faster to build correctly here.

How does the CIDCO and NMMC framework shape hospital layout?

Node planning fixes the plot before the hospital is designed, and plot geometry drives everything downstream. Rectangular plots with defined setbacks and marginal open space, planned access from a node road rather than a congested lane, and services brought to the plot boundary mean the OT block can be positioned for a short, clean route from CSSD and a separate dirty exit — the adjacency that is almost impossible to retrofit. Permissible built-up area and height are known at the outset, so vertical stacking of theatre, plant deck and riser can be decided in concept design instead of being discovered later.

It depends on the node. Navi Mumbai Municipal Corporation covers the developed belt from Airoli through Vashi, Nerul and CBD Belapur. Panvel Municipal Corporation covers Kharghar, Kamothe, Kalamboli and the Panvel nodes. CIDCO remains the planning authority for areas still under its jurisdiction and for plot-level conditions on land it allotted, so an allotment's permissible use and built-up area can constrain a scheme independently of the corporation's building permission. Fire NOC comes under the Maharashtra Fire Prevention and Life Safety Measures Act, 2006. Confirm jurisdiction before design freeze.

How long does a modular OT take in Navi Mumbai?
